Navy Green Team - The Green Team is a training/evaluation unit within DEVGRU. SEALS on Green Team are not yet members of DEVGRU. They are trying to become members of the elite Tier One unit. DEVGRU graduates stay in this intensive program, constantly under the watchful eye of instructors, for at least six months. A typical attrition rate is approximately 50%. If selected, the successful SEAL candidate will be assigned to one of several units that make up DEVGRU.
Adam Siever coaches the Green Team, which includes Clay Spencer and Brian Armstrong, both of whom are first in their class. During parkour, Clay goes through the course, but Brian helps his teammate over the fence. Adam says he will announce the top five list later that day, which will eventually send one of the hopefuls home. He clashes with Clay over his arrogance. When Spencer finds out he's on the list, she tells him it could be worse.

Appalled by a series of scandals involving SEALs behaving badly, Navy Special Warfare Commander Rear Adm. On Tuesday, Collin Green released a four-page "back to basics" directive designed to curb bad behavior, restore moral accountability and create better leaders.
Left to senior leaders and then obtained by the Navy Times, Green's instructions restore SEALs and boat teams to the standards expected of service members across the Navy, with a mandate for leaders to conduct "routine inspections of your units and strictly enforce all Navy preparations and uniform standards, including adherence to all maritime traditions, customs and ceremonies."
In popular culture, SEALs are often portrayed as bearded commandos with disheveled pirate bravado, but Green's memo echoes former Chief of Naval Operations Adm. John Richardson's May advice to the leaders of the naval services, telling them that they will be judged by the character and performance of their team.

Green's guidelines clearly put character first, adopting steps that will anchor the SEALs not only to their own history, but to the larger Navy institution.
Commanding officers will inspect their officers and sailors during uniform changes, establishing "weekly battle rhythm events" that will include quarters, unit physical training and zone inspections, with Green personally holding leaders "accountable for any deficiencies with your personnel on duty and off duty".
"We are America's naval officers and sailors first and foremost, and we will move to these standards immediately," the WARCOM chief wrote.
It was just one reform in a series of neat changes Green identified in his "Call to Action" memorandum, a remarkable document that Green acknowledged was prompted by a force that had "moved away from the core values of our Navy, honor, courage and commitment " and ethos "due to a lack of activity at all levels of management."

Without quantifying their numbers, Green told his subordinates that "a portion of this force is ethically out of step" with traditional SEAL culture because of those "who fail to correct this behavior" and instead "prioritize this misalignment over loyalty to the Navy and to the nation."

Green recently completed a review that examined potential ethical, health and cultural issues affecting special operations forces that have been constantly rotating overseas since the attacks of Sept. 11, 2001. However, leaders at the U.S. Special Operations Command two weeks ago that filed a different version after several dark headlines about his SEALs.
After a raucous 4th of July celebration in Iraq, SOCOM's superior Foxtrot platoon, SEAL Team 7, returned to Naval Base Coronado, followed by an ongoing investigation into sexual assault, fraternization and other allegations of misconduct.

Prosecutors also say a pair of Navy SEALs are connected to the June 4, 2017, death of Army Special Forces Sergeant Logan Melgar at his residence in Bamako, Mali.
During August, the admirals dismissed five criminal prosecutions involving SEALs linked to either war crimes or their cover-up in Iraq and Afghanistan, including the bogus court-martial of Special Warfare Operations chief Edward "Eddie" Gallagher.
A military panel of his peers cleared the SEAL of killing an Islamic State prisoner of war, obstruction of justice and other serious charges, finding him guilty only of the lesser charge of posing with the body of a dead prisoner.
Although other SEALs posed with him, they were not charged, and Gallagher's investigation and trial were dogged by allegations of misconduct by Naval Special Warfare leaders, prosecutors and Naval Criminal Investigative Service agents.

Even before they were caught last year, several Special Warfare SEAL Team 10 officers snorted cocaine or spiked their drinks with the banned substance, often failing military drug tests they called a "joke," according to an internal investigation obtained by the Navy Times. .
Special Operator 1st Class Aaron Howard is also being prosecuted for allegedly using chat messages to harass three women who sent him gruesome images.
The military judge in his case ruled that SEAL Team 6 leaders appeared to have exercised unlawful command influence to deny him a fair trial, but prosecutors are expected to file a challenge to the ruling.

These scandals form the backdrop for Green's efforts, which are broad in their aims and sometimes detailed in their execution.
For example, Green's memo reveals that he took steps to stop the spread of all "unofficial unit designations" below troop level. For now, the only approved logos, patches and slogans are those "that have been formally processed and approved" in accordance with Navy-level regulations.
Green ordered unit leaders to personally submit to him a "first flag" format for all reports from senior NCOs and above accused of misconduct. This form is usually used to highlight cases of sexual assault, telegraphing the seriousness with which he views potential wrongdoing by subordinates and employees.
“I reserve the right to detain all non-judicial criminal authorities for these reports at my level as I see fit,” he warned.

SEAL platoons will now grow "only after we develop a sufficient supply of leadership teams who are adequately trained, certified and possess the highest standards of character and competence to fill additional leadership positions in tactical formations," Green wrote, adding that his units will now "grow only at the pace of excellence", with an emphasis on "quality over quantity".
Part of a larger force optimization plan that proposes increasing the number of squadron platoons, Green's guidance would halt deployments for some troops until leaders can prove they have fielded the right people and are properly trained for the mission.

In part, this will be accomplished by creating a "Leadership Development Program" designed to shape "ethical development" throughout a career, with peer evaluation built into the initiative, plus a formal "Navy Legal Education" system starting at the platoon leader level. , according to the memo.
It builds on the mentoring approach SEAL candidates see during their rigorous Basic Underwater Demolition/SEAL training, and Green sees it as a professional and moral career path so that Sailors and their officers are consistently nurtured and valued to grow in the Special Operators community, not just to hinder professional milestones.
All senior NCO and chief selections will now be governed by formal promotion boards, similar to officer promotion boards, Green indicated.
He also required that only "top performers" be placed in instructor and leadership roles in training blocks that teach ethical behavior.

Although Green has publicly expressed growing concern about SEAL forces being burdened by the high pace of counterterrorism operations overseas and other pressures on small and elite combat forces, his directive only tangentially addresses those issues.
